Montclair State University’s Board of Trustees on April 9 authorized university officers to take actions necessary to enter into a supplemental indenture and other agreements in connection with the issuance of general obligation bonds not to exceed $170,000,000 to support the Interdisciplinary Science Building and related financing needs.
Dr. Francis Cuss, reporting for the Audit and Risk Management Committee, summarized committee briefings and a presentation from the university’s financial advisor, First Tryon, about debt options and the university’s FY2027 budget outlook. Dr. Cuss moved the authorization; the motion was seconded and approved by the Board.
The Board’s approval permits senior finance officers to negotiate terms, execute documents and take related actions necessary for issuance and bond refinancing. The resolution did not specify issuance timing, interest-rate assumptions, or an anticipated draw schedule; those operational details will be determined by university finance staff and outside counsel in subsequent steps.
AFT President Laura Field and other speakers earlier urged continued transparency and rigorous oversight of the Interdisciplinary Science Building during committee reports, remarks the Board recorded in the meeting minutes.
Next steps include finalizing financing documents and determining whether the University will issue all or part of the authorized amount; the Board’s action enables staff to proceed with contract and bond-administration tasks but does not itself sell bonds or set final terms.
