Councilors and staff discussed the statute’s minimum safety and registration requirements described by the visitor — roll bars/cages, seat belts, headlights/taillights/brake lights, turn signals, mirrors, horn and muffler, the need for insurance and state registration — and noted that local governments can impose stricter limits (for example, lower speed caps or excluded roads). Several councilors said they favor strict local controls if the city pursues an ordinance, citing public-safety concerns and the possibility of restricting UTVs on higher-speed roads and the bypass.
Council directed staff to collect model ordinances (the visitor offered a copy of a London, Ky., ordinance), review experiences of other cities and share resources from the Kentucky League of Cities; staff said a model and webinar are available and that the KLC director can provide ordinance templates. The council asked staff to place the matter on the August 17 agenda for further consideration and potential action.
