Mountainside council introduces redevelopment plan for municipal pool; public hearing set Oct. 15

On Sept. 17 the Borough Council of Mountainside introduced Ordinance 1334-2024 to adopt a proposed Redevelopment Plan for the Mountainside Community Pool (Block 14, Lot 1.03).
Councilman Matejek moved the ordinance and Councilwoman Wass seconded; the ordinance was passed on first reading and the council set a public hearing for Oct. 15, 2024. The ordinance adopts the plan prepared June 7, 2024 by planner John T. Chadwick, IV, P.P., and cites the Planning Board’s January 23, 2024 resolution finding the Project Area met the statutory criteria for designation as an area in need of redevelopment. The council previously adopted Resolution 69-2024 on April 16, 2024 to designate the Project Area as in need of redevelopment.
The ordinance text states the Redevelopment Plan will regulate development within the Project Area under the Local Redevelopment and Housing Law (N.J.S.A. 40A:12A-5 and 40A:12A-6) and that any inconsistent ordinances will be repealed to the extent of the inconsistency. The Planning Board reviewed the plan on Aug. 27, 2024 and forwarded a report concluding the plan was appropriate and not inconsistent with the borough master plan, according to the ordinance preamble.
Because this action was an introduction on first reading, no final development approvals were granted; the Oct. 15 public hearing will be the next formal opportunity for public comment and final council action. The ordinance text indicates the plan takes effect upon final adoption and publication as provided by law.
