Arapahoe council adopts One and Six Year Street Plan, approves housing aid and payroll

Arapahoe, Neb. — The Arapahoe City Council on April 1 unanimously adopted Resolution No. 2025-02, approving the city’s One and Six Year Plan for street improvements following a brief public hearing that opened and closed before the council meeting began. Mayor Koller presided over the meeting at the EMCC Council Room.
The resolution, moved by Councilman Carpenter and seconded by Councilman Middagh, finds that the submitted street-improvement plans meet the requirements of Nebraska statute and the Board of Public Roads Classifications and Standards. The roll call vote recorded all council members in favor and no votes against.
The formal adoption followed the statutory notice and public-hearing steps required under state law. The minutes state that notice of the hearing was published in the Valley Voice and posted in three public places within the city; the Open Meetings Act location was also announced at the meeting.
In other business, the council approved routine claims and payroll for March 19–April 1, 2025, covering a detailed expenditures list that totaled $84,244.66. Councilman tenBensel moved and Councilman Polston seconded the claims-and-payroll motion; the roll call vote approved the package. Councilman Middagh recorded an abstention on claim #102989 for $757.06 while supporting the overall payment package.
The council also approved $11,000 in down-payment assistance for Kara and Nathan Hendricks; Councilman Middagh moved the measure and Councilman Kreutzer seconded it. The payment is to be made to Phelps County Title under claim #103002 and was approved by roll call.
The body adopted proposed part-time and summer employee base wages as suggested by the Mayor after a motion by Councilman tenBensel and a second by Councilman Middagh; that motion passed on a unanimous roll-call vote.
Joe Stump of AMGL presented an overview of the city’s 2023–2024 end-of-year financials during the meeting; the minutes record the presentation but do not include additional financial detail beyond the claims list. Mayor Koller read and signed an Arbor Day proclamation during the session.
Late in the meeting, the council moved into closed session at 8:36 p.m. "to protect the public interest," by motion of Councilman Middagh seconded by Councilman Polston; the council reconvened at 9:02 p.m. The meeting adjourned at 9:03 p.m. Minutes were certified by City Clerk Dixie Sickels.
