Mayor Koller opened the meeting at 7:31 p.m., noted the posted Open Meetings Act, and acknowledged visitors including Lowell Schroeder and Doug Christians (Five Rule) via Zoom. Councilmen present were Middagh, Kreutzer, Paulsen and Polston; Carpenter and tenBensel were absent.
The council approved the consent agenda on a motion by Councilman Middagh, seconded by Councilman Paulsen. The consent agenda included the minutes of the Feb. 4 regular meeting, building permits (notably Permit #01 for Mission Mall — storage shed — and Permit #02 for John Paulsen — fence) and special designated liquor (SDL) approvals for HoJo’s (April 5, 2025 gala) and Old Cellar (March 14 and May 29 wine‑and‑food pairing events). Roll call on the consent agenda showed Ayes: Paulsen, Polston, Middagh, Kreutzer; Paulsen abstained on Building Permit #02.
Under financial business the council reviewed January receipts totaling $355,515.34, including $183,645.14 in electric receipts and $29,432.87 in local sales tax. Council members were presented with detailed expense and payroll registers covering two claim periods. Examples of listed vendor payments included Altec Industries (bucket truck repair) for $15,575.31; Nebraska Public Power District power charges of $64,577.07; South Central Sanitation $13,504.07; and multiple payroll and benefit disbursements. The claims and payroll motion (moved by Councilman Polston, seconded by Councilman Kreutzer) passed on roll call: Ayes — Polston, Middagh, Kreutzer, Paulsen. The record shows specific abstentions on individual checks: Paulsen abstained on #102863 ($200) and #102878 ($200); Dan Kreutzer abstained on #102874 ($25.00); Chris Middagh abstained on #102880 ($99.98) and #102906 ($14.99).
The council then approved the appointment of Misty Barber as Eagle Store manager on a motion by Councilman Middagh, seconded by Councilman Polston. Roll call was Ayes — Middagh, Kreutzer, Paulsen, Polston; the mayor declared the motion passed.
Council members also approved down‑payment assistance of $6,000 for Nicholas Boyden and Amanda Melhus (check #102924 payable to Phelps County Title). The motion was moved by Councilman Middagh, seconded by Councilman Kreutzer, and passed on a unanimous roll call of those present.
There were no elected official comments recorded. By unanimous consent the council adjourned at 8:30 p.m. City Clerk Dixie Sickels certified the minutes and that required public notice and posting procedures were followed.
