Mountainside council approves tax refund, seasonal recreation hires, TWA authorization and volunteer firefighter appointment

The Borough of Mountainside council approved a package of routine municipal measures at its September 2025 meeting, including a $4,395.75 tax refund, temporary recreation hires for the fall season, authorization of an environmental treatment-works application and the appointment of a volunteer firefighter.
The council voted to authorize the treasurer to issue a $4,395.75 refund for a duplicate current-year tax payment on Block 7, Lot 3 (10 High Point Drive). The motion carried on roll call with affirmative responses from the members present.
Council also approved Resolution 116-2025 to hire temporary recreation staff recommended by Recreation Director Frank Mazzella: Zachary Goldring and Jeffrey Kron as gym supervisors at $15 per hour and Fernando Mello as a referee at $40 per game. Appointments were approved pending background checks and will be reflected in the borough's salary ordinance.
The council authorized Administrator Glenn Mortimer to sign a Treatment Works Approval (TWA-1) application submitted by Mantera Design LLC to the New Jersey Department of Environmental Protection for a sanitary main extension at Block 3.13, Lot 1.03 (331 Tanager Way). Council members approved the motion authorizing the borough to proceed with the TWA submission.
Members moved and approved the appointment of Gabrielle Colescar as a volunteer firefighter. The council also approved payment of audited bills and claims totaling $174,611.16 to be paid when funds are available and authorized the appropriate officials to sign delivery warrants.
Separately, the council adopted a proclamation recognizing the 2025 7U Mountainside District 12 championship baseball team. Councilman Dominaldo read the proclamation listing coaches Giovanni Cirullo, Matt Wasserman, Matt Leonardelli and Casey Lacasse and naming players from the championship roster. The mayor and other council members presented certificates and invited photos.
Mayor (presiding) reviewed safety and legal requirements for electric bicycles, particularly Class 3 e-bikes, warning that "Class 3 ebikes are not toys" and outlining helmet requirements for riders under 17, minimum operating ages, registration and insurance expectations, and that Class 3 bikes may require a moped license if they lack pedals. The mayor said the borough will post guidance on the borough website and encouraged residents to contact the police department with questions.
Council members also announced upcoming community programs and events, including an AARP safe driving class (Sept. 18), the Mountainside PAEL Tot Trot and Fall Festival (Oct. 4), and a Rotary-sponsored pickleball tournament (Oct. 11). The meeting adjourned after routine business.
