The Borough Council adopted Resolution 85-2025 endorsing Mountainside's housing element and fair share plan (HEFSP) prepared by consultants John T. Chadwick and Kendra Lehi to satisfy the borough's affordable housing obligations under the Fair Housing Act.
Alex (speaker 8) presented the resolution and said the council endorses the fourth-round HEFSP previously adopted by the Mountainside Planning Board. The council directed the borough attorney to file the resolution and any additional documents the professionals deem necessary, and to seek a compliance certification from the appropriate program or vicinage judge.
The resolution states that the borough reserves the right to further amend the HEFSP if necessary. The meeting record does not include the plan's numeric allocation of units or zoning changes; the resolution endorses the plan and initiates the procedural step of seeking formal compliance certification.
By adopting the resolution, the council moved the borough into the next step of the state's affordable-housing compliance process and authorized staff and counsel to pursue certification. No public comment was recorded during this agenda item.
