The Arapahoe City Council voted unanimously April 15 to approve Resolution No. 2025-03 authorizing the city’s chief elected official to sign an application to the Nebraska Department of Economic Development for a Small Cities Community Development Block Grant (CDBG) seeking $483,000 for tourism development to remove architectural barriers at the theatre described in the application. Mayor Koller presided over the motion, which Councilman Middagh moved and Councilman Kreutzer seconded; the roll call vote was recorded as Middagh, Kreutzer, Paulsen, Carpenter and Polston voting yes and tenBensel absent.
The resolution, read into the record by the clerk, states that the City of Arapahoe is eligible under the Housing and Community Development Act of 1974 to file the application and that the city obtained citizens’ comments and held a public hearing on the proposed application. The minutes record a public hearing on the CDBG Tourism Grant for the theatre that opened at 7:31 p.m. and closed at 7:45 p.m. prior to the council’s regular session.
The approved text in the council packet identifies the requested amount as $483,000 for “CDBG Tourism Development Chrystal Theatre Removal of Architectural Barriers.” The council record uses that spelling; the packet and resolution language are the source for the project description as presented to the council. The resolution authorizes the mayor to proceed with formulation of any contracts, documents or other memoranda between the City of Arapahoe and the Nebraska Department of Economic Development necessary to effect acceptance of the grant application.
No council member recorded a vote against the resolution. The action moves the application forward; the city must now complete and submit the formal application and follow any state review and contracting process required by the Nebraska Department of Economic Development. The council adjourned at 8:39 p.m.
