Wayland CIPC advances revisions to CIP submission form, seeks town review

The Wayland Capital Improvement Planning Committee on June 24 reviewed and endorsed revisions to the town’s Capital Improvement Plan (CIP) submission form and outlined next steps for departmental implementation.
The committee agreed that a single submission form can cover multi‑year projects (for example, multi‑year roadwork, stormwater or districtwide school projects) and projects with both design and construction funding requests. Members also decided ranking inputs should apply to the initial funding year only; if departments need ranking for later years, the committee can request that information during its review. The form will gain an additional row to capture Fiscal 2033 and beyond.
Chair Kelly Lappin said she had not yet received responses to questions the committee sent to the Town Manager and Finance Director and will follow up to determine when those responses can be expected. Member Brian O'Herlihy said he sent the committee a PDF of FY28–31 capital projects that appear in the Finance Committee’s five‑year plan and will add that material to separate department workbooks.
As a practical step, members agreed to create a separate Excel workbook for each department containing a tab for each submission form populated with project descriptions and requested dollar amounts; O'Herlihy will prepare and circulate those workbooks to members and department managers before the next meeting. Lappin also agreed to provide the revised template to the Town Manager, Finance Director and other ex officio members for review and to evaluate whether completed forms can be linked to department five‑year capital plans in Excel.
The changes are procedural: they aim to streamline department submissions and improve the committee’s ability to compare projects across years. Members asked that departments use the revised form when preparing requests for the committee’s Fiscal 2027–2031 report and related annual warrant planning.
Next steps: O'Herlihy will distribute the departmental workbooks for review, and Lappin will follow up with the Town Manager and Finance Director on their responses and any recommended edits to the form.
