Pittsville introduces two budget-amendment ordinances for first reading

The Pittsville Town Commission on Sept. 15 introduced two ordinances to amend municipal operating budgets: Ordinance No. 2025-03 (amending the FY25 budget) and Ordinance No. 2025-04 (amending the FY26 budget). President Sean McHugh announced the first readings; Town Manager Joe Mangini explained the need to adjust budgets because of increased surplus funds carried over and reserve contingency considerations.
Both ordinances were introduced for "introduction only," with consideration for final adoption set for the Oct. 20, 2025 meeting. The manager's written report notes that each ordinance must be published twice in the newspaper after introduction and before final adoption under applicable local publication requirements.
Minutes record the introduction and managerial explanation but do not record a final vote, appropriation amounts tied to the amendments, or specific line-item changes. Commissioners will consider adoption at the October meeting after the required publications and any additional staff follow-up.
