Kershaw County schools report 3,430 re-enrollments, $813,000 in May sales tax; finance staff say K–12 funding likely unaffected by state budget delay

Kershaw County finance staff reported enrollment and revenue updates at the July 7 board meeting, saying online registration had produced 3,430 re-enrollments and 134 newly enrolled students as of about 4:30 p.m. on the day of the report.
"As of 4:30 p.m. today, 3,430 students had already re-enrolled and 134 new students had registered," finance staff said. The district also completed a vendor change for substitute teachers to ESS, which is onboarding many former Kelly employees and holding an on-site help session ahead of the school year.
On revenue, the finance report listed monthly sales tax receipts for May at $813,000, described as slightly below average but with an expectation of stronger receipts in June. Staff explained that state education funding lines were affected by the so-called '45th-day' adjustment; finance said year-to-date revenue over expenses stood at about $8.3 million compared with $9.4 million the prior year, and that the district expects accrued payroll and fringe to affect June results.
When Dr. King asked whether the state’s delay in adopting a budget would require local changes, finance staff said the district plans to open the fiscal year as usual because the items holding up the state budget were not expected to affect K–12 education funding. The board was told audit field work is anticipated in October.
The finance presentation covered general fund usage, special revenue funds and debt service balances; staff invited trustees to review the detailed expenditure report and to raise questions if needed.
