Fiscal Review Committee approves slate of state contract amendments, including PUC, labor fraud tools and safety equipment

The Tennessee Fiscal Review Committee voted to approve a package of contract amendments and renewals from multiple state agencies during a session focused on calendar items.
Tim Schwartz of the Public Utility Commission told the committee that bids to replace the analog Hamilton Relay service came back "exceedingly high" ' one bidder at about $9 million and another at about $9.3 million for a two-year period ' and that the commission was recommending a one-year extension with a $350,000 maximum liability while it explores transition options to Internet-protocol services. "This is a declining industry," Schwartz said, explaining why only two providers remain and why the commission recommended a short-term extension.
The committee approved the extension by voice vote.
Tory Grimes, general counsel for the Tennessee Wildlife Resources Agency, asked the committee to approve a sole-source contract with Blue Water Docks LLC (Chattanooga) for skilled labor and equipment to support Signature Lake projects; the contract maximum liability was $900,000 and the committee approved the item.
The Department of Mental Health renewed a long-standing contract with Meharry Medical College and Middle Tennessee Mental Health Institute to continue psychiatric resident participation in treatment programs; that renewal was approved.
The Department of Labor and Workforce Development sought and received approval to amend its Fast Enterprises LLC contract to expand identity-verification services and increase the maximum liability by $2,293,543.45 to a total of $39,719,095. Department staff said the added tools have produced more fraud detection and fewer false positives.
The Department of Education obtained approvals to exercise renewal options for the AIMSweb Plus universal reading screener and to extend the Pearson TCAP contract by six months to Dec. 31, 2025, to allow completion of spring TCAP deliverables.
The Department of Safety and Homeland Security presented several items: an amendment to its Bell Textron contract to add funding for helicopter outfitting, a new contract with Buffard, Goff and Associates for continued development and management of the Tennessee Advanced Communications (TAC) network as it expands by more than 200 sites, and a confidential SDS-endorsed contract (contractor name confidential under Tennessee Code Annotated) to continue services that schedule and monitor dispatchers and troopers. The committee approved all items by voice votes.
Committee members generally asked questions about implementation and future procurement needs; several items were noted as late-file or sole-source and will require further administrative follow-up. The committee adjourned after approving the calendar.
