Commissioner Bryon Callahan moved to accept the Apex bid, and Commissioner Tom Willis seconded; the clerk recorded the vote as 2–0 in favor. Two competing estimates had been presented: Martin quoted $7,800 and Apex quoted $5,500. Commissioners discussed contractor suitability and whether to seek additional bids but moved forward with Apex at the meeting.
The Pilkerton item was part of a larger public-works update that included TV-pipe inspections, stormwater-pond maintenance, and other drainage items. Earlier in the same agenda item staff noted that Rauch had determined the Maryland Ave/Bowlingly drainage issue is the town’s responsibility and could prepare grading plans and replacement drainage-structure designs for local contractors to bid.
