Princess Anne commissioners spent the bulk of their Sept. 16 work session reviewing a proposed American Rescue Plan (ARP) spending package that lists 14 items, including a final mural payment, police vehicle and body-camera costs, park equipment and street repairs. The commission did not adopt the package and directed staff to provide more detailed line-item information before any vote.
The town manager, Krause, told the commission the ARP list includes a final mural payment (manager read a figure of $12,007.72) and capital items such as a trash truck payoff, replacement police vehicles and police body cameras. Krause said applying the ARP allocations as proposed would turn a projected $200,000 shortfall into roughly a $50,000 surplus once tax receipts arrive.
Commissioners asked for clarification of the savings and budget impacts. A staff member corrected an earlier explanation and said the net savings across listed items would be $233,646 if some potential deficits do not materialize. Commissioners repeatedly stressed this meeting was a work session for questions and due diligence rather than a decision meeting.
On specific line items, the commission discussed upgrades to the town conference room and website (microphones, TVs and new desktop units to support hybrid meetings and online tax payments), a $20,094 HVAC upgrade for Town Hall, and a $150,000 allocation for engineering services tied to the Somerset Landing project that requires a contract in place by Dec. 31. Street work was described as a $250,000 item, coordinated with county approvals; commissioners also requested updates on Beckford Avenue drainage work.
Chair asked that commissioners be given time to review each ARP line item in greater detail and suggested holding a dedicated ARP session to reconcile items, check grant eligibility and confirm the budgetary effect before taking formal action. The meeting adjourned to a closed session on real-estate matters without any ARP appropriations adopted that night.
