Newfield council adopts telecom easement sale, approves appointments, grants and budget items; introduces salary ordinance

The Borough of Newfield Council unanimously adopted Ordinance No. 2026-1 at its Feb. 12 meeting, confirming and authorizing the sale of a telecom easement and lease assignment for Block 1001.02, Lot 3 (11–17 Gorgo Lane). Solicitor Moustakas told council that "all paperwork is in order and we will now move forward with the sale of [the] cell tower lease." The public hearing received no comments and the ordinance was adopted by roll call vote.
Council also approved a package of resolutions and actions by unanimous roll call votes: the appointment of Michael Carrow as Fund Commissioner (Resolution No. 11-26); a deed consolidation for 2–4 Northwest Boulevard (Resolution No. 25-26); an employment contract appointing Jeffrey M. Bordley as Director of Public Works (Resolution No. 26-26); and the appointment of Zachary Ellison as a laborer (Resolution No. 27-26). The council approved a temporary emergency resolution (No. 28-26), a temporary capital budget (No. 29-26), participation in the Franklin/Elk Municipal Alliance Consortium (No. 30-26), and a grant agreement with the New Jersey Department of Environmental Protection (LC2025-00070, Resolution No. 31-26).
On ordinances, council approved Ordinance 2026-2 on first reading, a bond ordinance appropriating $50,000 for various capital equipment and authorizing the issuance of bonds or notes of up to $47,500. Council introduced Ordinance 2026-3 (salary ranges for borough employees) on first reading; a public hearing is scheduled for March 12, 2026.
Other business approved by the council included authorizing a lock for the borough hall conference room to secure personnel and construction records, advertising for a part-time laborer, raffle licenses for the Grandparents Association of Edgarton Christian Academy, scheduling Newfield Day for Oct. 3 (rain date Oct. 4), authorizing a dog census by The Society to Protect Animals, obtaining quotes to paint the war memorial, and purchasing signage for the turnaround. Council authorized disbursements (Resolution No. 33-26) and approved entering an executive session to discuss personnel and contract negotiations (Resolution No. 32-26); council later reopened the meeting at 7:50 p.m. and authorized the solicitor to offer the sale of Block 1000, Lot 20 to adjoining landowners per the New Jersey land use law Right of First Refusal.
Why this matters: the actions taken affect borough property, staffing and finances, and they set a March 12 public hearing for employee salary ranges. The DEP grant authorization ties the borough to an environmental funding stream (grant identifier LC2025-00070) that may affect the recycling center project for which a topo map is being procured.
Meeting outcome: motions on ordinances and resolutions passed by unanimous roll call where recorded; several ordinance items were at first reading and will return for public hearing or further action.
