The North Bergen Board of Education on March 6 approved a slate of personnel appointments, transfers and stipends; contracted professional services and equipment; and issued non-publication HIB investigation determinations for several incidents.
Personnel actions approved include the provisional appointment of Jacqueline Aguilar as a Board Certified Behavior Analyst at Lincoln School (effective March 17, 2025, pending certification and background clearance); substitute teacher appointments for the 2024–25 school year; one-on-one and ACES aide appointments and transfers; temporary 'sixth class' stipends for teachers in Creative Writing and ELA; after-school and credit-recovery stipend payments; appointment of Kelvin Hernandez as a volunteer high school baseball coach; and approval of an After School Inspector position for Anthony Vainieri at $37,500 annually.
Procurement and professional services recorded in the minutes include:
- Awarding a purchase order to Commercial Interiors Direct through the Hunterdon County Educational Service Commission (HCESC) co-op for flooring and stair coverings at the future Junior High School in the total amount of $209,761.00 ($173,504.26 for flooring; $36,286.74 for stair coverings), citing project completion needs and anticipated cost savings from removing the scope from another contract.
- Approving appraisal services with McNerney and Associates, Inc. for Green Acres-compliant appraisals at $100 per hour, not to exceed $35,000 for the 2024–2025 school year.
- Approving the purchase of a 2024 Ford F-250 maintenance vehicle from Nielsen Ford under State Contract No. 23-FLEET-34922 for $68,134.00.
Discipline and compliance actions: the board recorded written decisions affirming the HIB specialist’s investigative findings for multiple incidents at Robert Fulton, John F. Kennedy and North Bergen High School; the minutes list incident dates and note parents were informed of hearing rights and did not request hearings.
Audience participation: two representatives of the North Bergen Federation of Teachers (NBFT) spoke during the public comment period. Amy Severino suggested adding or updating the district organizational chart; Carol Toomey, NBFT President, asked whether the After School Inspector position (Resolution 20) was a new position.
All motions on the above items were recorded as approved by unanimous vote of the members present. The meeting minutes and supporting documentation (contracts, purchase proposals, stipend lists) are on file in the Board Secretary's office.
Next steps: routine onboarding steps for appointed personnel (certification checks, background clearances), procurement execution and administrative follow-up documented in Business Office records. HIB decisions stand as board-issued findings and may be subject to the parents' right to request a hearing (the minutes note no hearings were requested).
