Wakarusa council approves park-fund ordinance, multiple contractor payments and infrastructure projects

Council President Rocco Rigsby called the Wakarusa Town Council to order at 6:30 p.m. on Dec. 2, 2025. The council recorded attendance and opened with the Pledge of Allegiance before moving through a consent-style agenda of ordinances, project approvals and pay applications.
The council quickly approved the minutes from its Nov. 4 meeting. Council members then suspended the rules and passed Ordinance 2025-10, which the meeting minutes describe as "Establishing a Special Non-Reverting Capital Park Fund." The motion to suspend rules and pass on first reading was made by Councilman Phil Klotz and seconded by Councilman Carl Gilbert; the subsequent motion to adopt the ordinance was moved by Councilwoman Annette Brown and seconded by Councilman Randall Mitschelen. The council approved four pay applications tied to ongoing water and lift-station work: Pay Application #15 to engineering firm DLZ for the Water Treatment Plant in the amount of $39,087.50; Pay Application #13 to R. Yoder Construction for the Water Treatment Plant in the amount of $640,768.82; Pay Application #16 to DLZ for the Keystone Lift Station in the amount of $5,790.00; and Pay Application #5 to Rieth Riley for the Keystone Lift Station in the amount of $56,165.47. Each payment was moved and seconded per the minutes and recorded as approved.
The council also approved a clothing allowance for the five Police Reserve Officers totaling $3,000, following a motion by Councilwoman Annette Brown and a second from Councilman Carl Gilbert.
Finally, Councilwoman Annette Brown moved to approve the claims and adjourn the meeting; the motion was seconded by Councilman Carl Gilbert and recorded as approved. The council set its next work session for Jan. 5, 2026 and its next council meeting for Jan. 6, 2026. The minutes include signature lines for the President of Council and the Clerk-Treasurer.
