Seneca County approves road projects, court-technology grant and $50,000 transfer in June 30 meeting

Resolutions approved include: authorization for the State Route 12/County Road 592 roundabout project (the state will cover 100% of the cost; work is scheduled April–August 2028); acceptance of sealed-bid procedures for the City of Fostoria municipal building ADA restroom project (CDBG FY2025); award of the County Road 7/County Road 592 resurfacing project (CDash2026-2) to Evan Bee Asphalt for $438,883.70; authorization for the county engineer to post legal load limits on several load-rated bridges per ODOT requirements; ratification of a $130,000 court-technology grant from the Ohio Attorney General's office to upgrade courtroom audiovisual systems (grant must be spent by May 2028); appointment of special counsel for the Seneca County Prosecutor's Office retroactive to June 1, 2026; and a court-requested transfer of $50,000 into the community corrections grant fund (1410).
County staff also presented three supplemental appropriations for the engineer's office: $20,000 for contract repairs (fund 1020), $25,000 for additional contract repairs (fund 1020) and $450,000 for the County Road 7/County Road 592 paving project (fund 1020). The board moved, seconded and approved the supplemental appropriations by roll call.
A county staff member explained the Ohio Attorney General's court-technology grant was awarded with a short turnaround; the signed agreement was submitted promptly and the board ratified the action at the meeting. "We received a technology grant through the Ohio Attorney General's office for $130,000," the staff member said, adding the funds will be used to bid upgrades for domestic relations/general-division courtrooms, magistrates' rooms and jury rooms.
The resurfacing award to Evan Bee Asphalt was presented as the engineer's recommendation to accept the lowest responsible bid in the amount specified. The bridge-posting resolution followed a county load-rating process and was explained as a preemptive step to protect county infrastructure and reduce liability exposure.
All resolutions on the agenda were approved by roll call during the meeting. No public comments were recorded on these items.
