Ava aldermen approve two waterline easements, authorize surveying agreement and award AWOS bid

The City of Ava Board of Aldermen on April 28 approved two ordinances granting underground utility easements for waterlines, authorized a fee agreement with Rockbound Surveying LLC, and approved an adjusted bid for an AWOS installation.
Ordinance #1166 (City of Ava and JW Properties LLC) and Ordinance #1167 (City of Ava and White Oak Apartment LLC) were each advanced on first and second readings with recorded motions and unanimous 4-0 votes on both readings. Motions and seconders recorded in the minutes were Noel Dye and Billy Stewart (first reading #1166), Billy Stewart and Stan Lovan (second reading #1166), Stan Lovan and Noel Dye (first reading #1167), and Noel Dye and Billy Stewart (second reading #1167). The minutes state both readings carried 4-0.
Resolution #2026104.01 authorizing the mayor to sign and the city clerk to attest a fee agreement with Rockbound Surveying LLC was approved on a motion by Noel Dye, seconded by Stan Lovan; the motion carried 4-0.
On procurement, two bids for an AWOS were opened: DBT ($116,921) and Mesotech ($221,038). The board approved the DBT bid adjusted "less the tilt down tower" with a total recorded in the minutes as $170,927; motion by Billy Stewart, second by Stan Lovan; motion carried 4-0.
The board heard departmental reports: Police Chief David Overcast reported 214 calls for the period, including 89 traffic stops and three warrant arrests, and noted participation in the MoDOT "Buckle Up Blitz" (April 27–May 1) supported by a $1,000 grant. Fire Chief Dan Baldwin reported 22 calls, mostly medical assists, troubleshooting work on the pumper truck, and upcoming live-fire training with neighboring departments; he said additions would be requested in the FY2027 budget. Admin Director Peggy Potter reported total cash balances of $3,000,000 and that a MoDOT sidewalk TAP grant payment had been deposited to general funds.
The board also voted to enter closed session under RSMo 610.021 to discuss litigation, real estate, and personnel (motion by Noel Dye; second by Billy Stewart; carried 4-0). The meeting adjourned with no further public action recorded.
