Pittsfield Conservation Commission issues orders for cabin renovation, culvert project condition; continues multiple wetlands filings

The Pittsfield Conservation Commission met April 9, 2026, at City Hall and issued several land‑use determinations affecting wetlands and stormwater across the city.
The Commission approved an Order of Conditions for the renovation at 178 Blythewood Drive (MassDEP File #263-1258) after White Engineering described invasive species removal and tree plantings; Natural Heritage reported no adverse findings. Commissioners voted unanimously (mover: Vice Chair Thomas Sakshaug; seconder: Elizabeth Calebaugh) to issue Orders of Conditions 1—6.
Why this matters: the decisions govern work in the jurisdiction of the Wetlands Protection Act and include conditions intended to protect water resources, shoreline vegetation and downstream neighbors.
In a separate action the Commission issued an Order of Conditions for a Department of Conservation and Recreation project to replace culverts and repave roadways in Pittsfield State Forest (MassDEP #263-1260). Arcadis presented engineering plans and a Natural Heritage review; abutters raised concerns that larger culverts could carry debris and worsen downstream flooding. The Commission adopted a continuing special condition requiring monthly debris inspection and removal and additional post-storm inspections for events greater than a 2-year storm, extending from 500 feet above the upper culvert downstream to the property line. The motion passed unanimously (mover: Sakshaug; seconder: Calebaugh).
The commission also handled routine certificates and determinations: it issued Complete Certificates of Compliance for properties including 94—6 Fourth Street (MassDEP #263-985), 45 Willard Place (MassDEP #263-997), 55 Ontario St (MassDEP #263-1004), 96 Valentine Road/Taconic High (MassDEP #263-1042), 1350 West Street/Berkshire Community College (MassDEP #263-1063) and 1520 West Street (MassDEP #263-1119). For the Berkshire Community College repaving and stormwater upgrades, the Commission noted a continuing condition that post-construction structural and non-structural BMPs must be maintained per the operation and maintenance manual.
The Commission ratified Emergency Permit EP #26-01 to remove two trees at the Pittsfield Municipal Airport required by FAA safety rules and approved a Negative 2 & 3 Determination with conditions for sign replacement and rebranding at 480 West Housatonic Street (RDA 26-08). It also approved a Negative 2 & 3 Determination for removal of a dead tree and pruning at Wild Acres (RDA 26-09) with conditions limiting stump removal and requiring hand trimming.
Several Notices of Intent—including drainage work at Cobblestone Cove (MassDEP #263-1255), a Hubbard Avenue warehouse (MassDEP #263-1257) and an Onota Lake aquatic herbicide application (MassDEP #263-1259)—were continued at the applicants' requests to the Commission's May 7, 2026 meeting.
What happens next: items continued to May 7 will return on that agenda; the Commission directed a site visit for one Cascade Street application and required ongoing maintenance and inspection reporting on several approved projects. The meeting adjourned at 7:15 p.m.
