River Ridge CDD appoints resident Keith Merrill to vacant seat; officers elected under Resolution 2025‑01

The River Ridge Community Development District Board of Supervisors appointed Keith Merrill to fill the unexpired Seat 1 (term through November 2026) at its Oct. 22, 2024 regular meeting, voting unanimously to accept Mr. Merrill’s nomination by Chair Bob Schultz.
Cleo Adams, acting as notary, administered the Oath of Office to Mr. Merrill immediately after the appointment. District Counsel Tony Pires and Mrs. Adams reviewed required training and filings for public officers, including Form 1 and Form 8B, and discussed the Sunshine Amendment and the Code of Ethics for public officers and employees, along with restrictions on replying to Board email chains.
At the same meeting the Board also adopted Resolution 2025‑01 to elect and remove officers. Kurt Blumenthal nominated the slate that named Bob Schultz as Chair and Terry Mountford as Vice Chair and preserved several prior staff appointments, including Chesley “Chuck” Adams as Secretary. The Resolution also removed James Gilman from the Board roster. The motion to adopt the Resolution passed unanimously.
The Board’s roll call earlier in the meeting indicated a full complement of seated Supervisors was present and one seat was vacant prior to the appointment. Board members thanked the other candidate, Kevin Ofenloch, for his willingness to serve prior to the vote.
The Board did not identify additional conditions attached to the appointment or to the officer elections. Next procedural steps noted at the meeting included completing statutorily required ethics training and filing the appropriate disclosure forms.
