Middletown Committee introduces three ordinances, schedules Dec. 15 public hearings

The Middletown Township Committee on Dec. 1 introduced three ordinances on first reading and set public hearings for Dec. 15, 2025.

Clerk (reading): "Our 1st ordinance 2025-3488, an ordinance authorizing exempt acceptance of deed of conservation easement over a portion of Block 1063 Lot 6.01, also known as 1497 West Front Street." The motion to introduce was seconded, and the clerk recorded roll-call votes: Committeeman Clark, Committeewoman Kratz, Committeeman Cedembreno, Deputy Mayor Hybel and Mayor Perry all voted yes; the clerk stated, "Motion carries to pass this ordinance on 1st reading with a public hearing to be held 12/15/2025."

The committee then introduced Ordinance 2025-3489 to accept dedication of a right-of-way for a portion of Block 865 Lot 136 (456 Highway 35). The motion was seconded, approved by roll call, and a public hearing was scheduled for Dec. 15.

Finally, the committee introduced Ordinance 2025-3490, which would amend Chapter 240 of the township code to update health-related fee schedules. That motion also passed on first reading with a Dec. 15 public hearing.

The introductions followed routine procedure for first-reading ordinances: introduction, second, roll-call and notice of a future public hearing. No substantive debate or amendments to the proposed ordinances were recorded at the Dec. 1 meeting.

The ordinances as read affect three areas: land conservation (a deed of conservation easement), a right-of-way dedication tied to a highway address, and municipal health fee schedules. The committee did not adopt any of the proposed ordinances at final reading on Dec. 1; each advance was limited to introduction and scheduling a public hearing.

Next steps: members of the public may comment at the Dec. 15 public hearings; the committee may then vote on final adoption after the hearings.
