Atlantic Beach advances LMO amendment to allow short-term rentals in R2 (first reading)

The Atlantic Beach Town Council on Feb. 3 approved the first reading of Ordinance 2-2025, an amendment to the town’s Land Management Ordinance intended to clarify enforcement of short-term rentals and to authorize short-term rentals as a permitted use in the R2 residential zone.
Interim Town Manager Linda Cheatham told the council the Planning Commission recommended the revisions at its Jan. 16 meeting and that staff will advertise a public hearing for the ordinance’s second reading on March 3. "This amendment attempts to provide clarity and streamlines the enforcement of short term rentals. It also authorizes short term rental as a permitted use in the R2 Residential Zone," Cheatham said.
The measure passed first reading by roll call; Councilwoman Jacqueline Gore registered a nay vote. Council members did not finalize implementation details at the Feb. 3 meeting; Cheatham and staff indicated that the second-reading public hearing will be the opportunity for additional public input and for the council to adopt final language and any enforcement provisions.
What happens next: staff will advertise and hold a public hearing on March 3; the council is expected to consider second reading and final action after that hearing.
