Atlantic Beach council approves first readings, authorizes parking, solar-light and service contracts

At its Feb. 3 meeting, Atlantic Beach council approved first readings of two land-use ordinances, authorized negotiation of a parking-management contract and contracts for solar street lights, auditing and website work, and appointed a Planning Commission member.
Atlantic Beach’s Town Council on Feb. 3 approved a string of administrative actions and first readings of ordinances, authorizing contracts the interim manager may negotiate and setting public hearings on planning matters.
The council voted to advance Ordinance 1-2025, which amends the housing and land-use elements of the town’s comprehensive plan, and to advance Ordinance 2-2025, which revises the Land Management Ordinance to clarify short-term rental rules and permit short-term rentals in the R2 residential zone. Both measures passed first reading; Councilwoman Jacqueline Gore voted no on each. The council scheduled public hearings for the second readings on March 3.
Council authorized the Interim Town Manager to negotiate a parking management contract with Pivot Parking and agreements with local landowners to manage parking enforcement and collections. Mayor Pro Tem John David and Interim Town Manager Linda Cheatham told the council the program could generate roughly $100,000 in seasonal revenue, and Cheatham said a parking ordinance and landowner agreements will accompany the program.
The council also authorized the Interim Town Manager to enter contracts to complete a Horry County–funded solar street-light grant with Bay Electric (Newport News), to contract for completion of the town’s FY2024 audit, to hire EZtask for a website upgrade and support, and to negotiate up to six-month extensions for the building inspector (Robert Cox) and the IT/media consultant (Mike Wright).
Michelle Brown was confirmed for a Planning Commission seat (Gore voted no). The council’s consent votes were routine roll-call motions; most contracts were authorized by motion and recorded roll calls.

The council also reviewed a manager’s report that included the town’s successful placement on the National Register of Historic Places and a number of grant and infrastructure initiatives. During public comment, residents raised procedural questions about Planning Commission membership and rezoning timelines. The council said it would follow up on requests for documentation and noted the Planning Commission will hold a meeting Feb. 27.
