North Bergen Board awards $1.26 million contract for McKinley School roof and parapet work

The North Bergen Board of Education on March 19 approved a contract worth $1,263,820 to Brahma Construction Corp. to remove a deteriorated parapet and replace roofing at McKinley Elementary School.The board also authorized a $1,021,471 release from the district’s Capital Reserve to help fund the work, which officials said is part of the building envelope improvements included in the district’s 2018 Long Range Facilities Plan and designated by the New Jersey Department of Education as an "Other Capital Project."
Board documents say the McKinley building is more than 125 years old and has developed leaking and masonry deterioration; the recommended scope includes 10,500 square feet of modified bituminous roofing, repairs to other roof areas, and masonry/terracotta parapet removal as the least costly and safest stabilization method. The board received five bids on Feb. 26, 2025; two letters of protest were filed and were reviewed and deemed not material. The district’s architect recommended award to the lowest responsible bidder.
The motion to award the base bid to Brahma Construction was made by Haissam Jaafar and seconded by Luis Diaz and carried with the ayes recorded by the board. The board’s resolution and accompanying recommendation materials state the bid amounts are within the project’s estimated and budgeted range and include an allowance for certain contingency items.
The contract is listed under GL.0954 in board paperwork. The district said the schematic for the project received NJDOE approval on Jan. 31, 2025. The board added that officers and employees are authorized to take all steps necessary to effectuate the award.
The board certified the action and adjourned the meeting at 5:20 p.m.; an amended meeting date was also added to the calendar for March 26, 2025.
