Council members asked staff to publish the proposed plan and to accept prioritized topics from individual councilmembers so staff can prepare materials and calendar work sessions appropriately. Staff reiterated that council direction should indicate priorities so staff can budget time and resources; staff also cautioned that some historic issues may have decades-long complexity and should not delay statutory compliance items such as ADU rule changes.
