River Ridge CDD approves goals and performance measures to comply with HB7013 reporting

District Counsel and District Management briefed the River Ridge Community Development District board on new statutory reporting requirements under recently adopted legislation (HB7013) and the board approved initial goals and performance measures at the Aug. 27 meeting.
Cleo Adams, District Manager, and Tony Pires, District Counsel, explained that special districts must establish and report annual goals and develop performance measures and standards to assess progress. District staff proposed general performance categories — Community Communication and Engagement, Infrastructure and Facilities Maintenance, and Financial Transparency and Accountability — which the board approved. The initial report is due to be posted on the CDD website by Dec. 1, 2025; staff added that date to the key activity list.
On a motion by Kurt Blumenthal and seconded by Robert Twombly, the board approved the Goals and Objectives and the Performance Measures/Standards & Annual Reporting Form. Staff indicated they collaborated with District Counsel in developing statutorily compliant measures and will present details and reporting templates in forthcoming packages.
