River Ridge CDD adopts FY2024/25 budget and imposes special assessments

The River Ridge Community Development District board adopted the Fiscal Year 2024/25 budget and a companion resolution imposing special assessments during its Aug. 27, 2024 public hearing and regular meeting.

Chuck Adams, District Manager, told the board that the budget circulated with the agenda contained errors that staff corrected before adoption, including a scrivener correction to the street-sweeping description. The board opened a public hearing on the budget; no affected property owners spoke. On a motion by Kurt Blumenthal, seconded by Robert Twombly, the board adopted Resolution 2024-07 (annual appropriations and budget for Oct. 1, 2024–Sept. 30, 2025) as amended, with all supervisors present voting in favor.

District Counsel Tony Pires recommended opening a separate public hearing on Resolution 2024-08, making a determination of benefit and imposing special assessments for fiscal year 2024/25. The hearing was opened and closed with no public comment. The board approved a revision to delete references to “Exhibit B” throughout the resolution and, on the same motion pattern, adopted Resolution 2024-08 as amended with unanimous approval.

Both resolutions were adopted by the four supervisors present (Terry Mountford, Kurt Blumenthal, Robert Twombly and Chair Bob Schultz, who participated by telephone). The actions set the district’s authorized appropriations and assessment roll for the coming fiscal year; staff will proceed with the administrative steps required to publish and enforce the assessment roll and amend documentation as authorized.

The board recorded no public opposition during either hearing. The adopted budget takes effect Oct. 1, 2024; the special-assessment collection and enforcement provisions are tied to the certified assessment roll adopted by the district.
