City planning staff presented a conditional-use application (CU2601) for an accessory residential dwelling at 303 3rd Street in Statham’s historic residential overlay. Staff reported the proposal meets most code criteria for accessory structures and recommended approval. The application (included in the council packet) describes a standalone, roughly 1,000 square‑foot unit with kitchen, bathroom and sleeping area and a separate driveway off a gravel road.
The applicant, Radu Bordia, told the council the structure could house his aging parents and that the property is already connected to sewer: “It is sewer, and I'm already hooked up to sewer,” he said. Council and staff asked technical questions about whether the accessory structure would require a separate tap or meter; staff said accessory structures are generally allowed to tie into an existing tap and the applicant said he expects a single meter for the property.
After questions from council about utility connections and site specifics, the council closed the public hearing. No final council vote on the conditional‑use permit was recorded at the meeting; staff indicated follow‑up and any final action will occur at a future council session.
