Bridgeton council approves zoning, landfill and parks‑fee ordinances; Circle K liquor license cleared

The Bridgeton City Council on Jan. 21 adopted a set of land‑use and administrative ordinances and approved a liquor license for a convenience store.
On land use, the council approved bill 65‑24, a special use permit for an indoor baseball and softball training facility at 11350 Blake Drive. Council member Luther moved for the second reading and later asked the council to find that the proposed use “promote[s] the health, safety, morals, and general welfare of the people of Bridgeton.” After suspending the rules to remove the bill from the table, the council passed it and it became ordinance 26‑03 by a recorded 7–0 vote.
The council also approved two related measures for property at 13140 Missouri Bottom Road. Bill 65‑25 rezoned roughly 17.8 acres of the rear portion from R‑1 to M‑1 (manufacturing limited); it passed as ordinance 26‑04 after a roll‑call vote with no recorded opposition. Bill 65‑26, a special use permit to allow a clean‑earth landfill on the front portion of the same parcel, was tabled and later adopted as ordinance 26‑05 with a unanimous recorded vote.
Council member Luke moved and the council approved a new intoxicating liquor license for Max Convenience Store, also operating as Circle K, at 12455 Saint Charles Rock Road. The license authorizes original package sales and allows Sunday sales between 9 a.m. and midnight.
The council repealed and replaced city code section 130.06 to set fees and charges for parks and recreation programs (bill 65‑27), adopting the measure as ordinance 26‑06 after no public discussion.
Several measures were briefly tabled during the meeting and later removed from the table for final consideration. Council members recorded their votes individually when the clerk called the roll. The meeting’s clerk recorded affirmative votes from seven members for the primary ordinances.
The council also introduced bill 65‑28, an agreement with Granicus for agenda management software, and voted to table that item for a future meeting.
The meeting adjourned after routine reports and announcements.
