Johnston council approves minutes and financials; hears staffing, parks and finance updates

At its Aug. 11 meeting, the Johnston Town Council approved the July 14, 2025 meeting minutes and the July 2025 financial report, unanimously passing both routine motions.

Councilman Felder moved to approve the July 14 minutes and Councilman Nicholson seconded; the motion passed unanimously. Councilman Burton moved to approve the July financial report, seconded by Councilman Nicholson; that motion also passed unanimously.

Police Chief John Perry introduced the council to the department’s newest officer, Justin Griner, formerly of the Saluda Police Department. Council members welcomed Officer Griner.

During committee reports, Councilman Burton said there had been six fire calls and two drills since the last meeting. Councilman Miller reported the town has about $4,500 in PARD funds available and that Citizens Park will receive new swings and other equipment. Councilman Berry reported 531 dispatched police calls since the last meeting, including 368 property checks, and said the police department is actively searching for a certified officer to join the force; he also reported that police computer hardware is nearing completion. Councilman Felder said Public Works is down one employee due to a medical procedure.

In public comment, Annette Holloway proposed a Unity Day event for Feb. 7, 2026; the council took the request under consideration. Tommie Williams raised road maintenance concerns and was directed to contact the county DOT.

In his report, Mayor Holmes said he had been working with Town Administrator Roger Leduc on grant ideas, that Warehouse A should be complete within about 30 days, and that the Town of Johnston is debt free. The minutes record these as mayoral statements; no formal financial resolution or supporting documentation was included in the meeting record.
