Town Square bidder holds price; staff details rental‑inspection backlog and reporting issues

Matt Tomaszewski told commissioners the low bidder for the Town Square project will hold prices if the city can begin work soon; he plans to present a resolution of support at the July 20 meeting, contingent on Lenawee County commitment. Plans remain unchanged from the earlier presentation and Tomaszewski offered to share plans after the meeting.
Acting City Administrator Will Sadler followed with an operations update that touched on rental inspections and code-enforcement reporting. He said the current BSMA software is not report-friendly, and staffing turnover in the code-enforcement team created a backlog: during the 2025 registration cycle 659 notices were mailed (225 properties became certified; 414 remained uncertified). In the 2026 cycle Sadler reported 320 notices mailed, 119 recertified and 201 properties uncertified or pending inspection. He said 943 inspections were completed in 2025 with 541 inspections completed so far in 2026 (including reinspections).
Sadler invited commissioners to review the code-enforcement reporting system with staff and suggested a training session for commissioners who want to learn the platform. Commissioners asked about potential software upgrades and the cost and timing of cloud-based replacements; staff said an upgrade was being discussed but cost estimates were not yet available.
What’s next: Tomaszewski will bring a Town Square resolution to the July 20 meeting if county commitments are secured; staff will share rental-inspection reports and schedule a walkthrough of the code-enforcement system for commissioners.
