Board approves consent agenda, hears finance update and schedules Veregy presentation on energy RFP

At its April 16 meeting, the Clinton County R-III Board of Education approved a multi-item consent agenda and received operational and financial briefings.
The consent agenda, approved 7-0, included April bills, approval of the March 19 minutes, an amendment to renew a fixed-price food-service management contract, a K-12 ITC/Menlo contract, and a transfer of funds from Fund I to Fund II to cover a deficit in Fund II. The consent agenda also authorized holding a closed session at a future meeting under Missouri statute RSMo. 610.021 (subsections 1, 2, 3, 6, 9, 13 and 14).
In old business, Dr. Sandy Steggall updated the board on the district's energy performance contract RFP, saying two bids had been received; the board did not take action and invited Veregy to present at the May meeting for further consideration.
In the Superintendent's finance report, Joe Kinder of Piper Sandler presented a district financial update, characterizing the district as being in a strong financial position and reporting full support for placing a No Tax Bond Increase ballot measure on the April 2026 ballot. The board recorded no additional details on projected revenues, debt service or tax-rate modeling in the minutes; those items may be provided in subsequent financial reports.
Dr. Steggall also provided legislative and calendar reminders: HB 711 (open enrollment) had passed the Missouri House on March 12, 2025 and awaited Senate committee action; state testing is scheduled April 22 to May 9, Teacher Appreciation Week is May 6'9, and graduation is set for May 11 at 2:00 PM.
Travis Day moved to enter closed session later in the meeting under the cited statute; the roll-call vote recorded seven ayes and zero nays and the board entered closed session.
