Chaffee council adopts five ordinances, approves liquor licenses and names new building inspector

At its Dec. 15 meeting the City of Chaffee council unanimously adopted five ordinances covering utility connections, plumbing and sewer permits, merchant license fees, election dates and municipal court procedures; it also approved several liquor licenses and appointed Rusty Golightly as building inspector (one abstention).
The City of Chaffee City Council adopted five ordinances and approved multiple liquor licenses at its Dec. 15 regular meeting.
Mayor Pro-Tem Eric Seyer opened the session and the council completed the required first and second readings by title before voting to adopt the following measures: Bill No. 2025-11 (Ordinance No. 500.050) amending city connections rules; Bill No. 2025-12 (Ordinance No. 500.040) on plumbing and sewer permits; Bill No. 2025-13 (Ordinance No. 605.040) amending merchant license fees; Bill No. 2025-14 (Ordinance No. 100.2015) declaring the municipal election day of April 7, 2026 and establishing related filing dates and notices; and Bill No. 2025-15 (Ordinance No. 130.030) electing that municipal ordinance violations be heard by a Scott County Associate Circuit Judge. Council member Danny Finley moved to adopt each ordinance; motions were seconded by Mark Perkins or Steve Milz as recorded. The council polled and all present voted in favor on each adopted ordinance.
Also on the consent-type portion of the agenda, Mayor Pro-Tem Eric Seyer presented liquor-license applications for Big E’s Bar & Grill (213 N Main), Chaffee One Stop (304 N Main), Dollar General (12161 State Highway 77), Don Carlos LLC (150 W Yoakum), Family Dollar (530 W Yoakum) and Rhodes Convenience Stores, Inc. (12135 Highway 77). Council member Andy Sadler moved to accept the licenses as presented; Mark Perkins seconded and the motion carried with all present voting yes.
The council considered an appointment: Mayor Pro-Tem Seyer nominated Rusty Golightly for the position of Building Inspector, effective Jan. 1, 2026. Council member Danny Finley moved to accept the appointment and Tony Enderle seconded. Council member Tara Golightly abstained from that vote; the motion nevertheless carried.
Routine business included approval of presented bills and the monthly bills, each approved by recorded poll and unanimous support from present members.
The meeting moved to a closed session later in the agenda on a motion concerning hiring, firing, disciplining or promotion of personnel; the council then adjourned. Official minutes are to be obtained from the City Clerk.
