Council narrows franchise fee revenue purpose to mirror LOSST language

City Administrator Adam Kofoed presented three options for preparing a purpose statement for the city’s 1% electric franchise fee: use the funds for police/public safety/parks depending on department needs to match current LOSST language; allocate a set percentage for public safety and infrastructure; or allocate a percentage for broader quality-of-life uses including parks, library and Main Street programs.
The majority of council members favored the first option to match current LOSST language. Kofoed said he will contact Alliant Energy and Linn County REC to begin the required franchise-fee documentation and implementation steps.
No formal vote was recorded on a final ordinance at this meeting; the discussion directed staff to begin the next steps toward implementing the chosen purpose language.
