West Branch Council appoints new member, approves project payments and accessible parking

The West Branch City Council on Aug. 19 unanimously approved the appointment of Colton Miller to fill a council vacancy and took votes on several project-related resolutions.
Mayor Roger Laughlin swore in Colton Miller after the council approved Resolution 2024-90 to appoint Miller to the seat vacated by Nicholas Goodweiler. The appointment followed a council motion by Tom Dean and a second by Mike Horihan.
The council approved Resolution 2024-91 to pay Invoice #34618 in the amount of $5,753.67 to Impact7G for public outreach on the Wapsi Creek Widening SRF-sponsored project. City Engineer Dave Schechinger updated the council on the project and said FEMA was approximately at day 30 of a 90-day review of upstream impacts; staff remains hopeful for a late-fall bid letting.
The council approved Pay Estimate Number 4 for $78,679.00 to Midwest Underground Contractors Inc. for the Phase 2 Eastside Water Main Replacement Project. Schechinger said several N. 4th Street items remain incomplete — final grading and seeding, a few service connections and street patching — and reminded the council the contract is a "completion day" project with an end-of-October completion day. The motion, made by Jerry Sexton and seconded by Colton Miller, passed 3–1 with Council member Tom Dean voting no.
Council also approved Resolution 2024-93 to add a parking space for persons with disabilities on the 100 block of North Downey Street. When Council member Jerry Sexton asked whether the city could make the space more accessible with a curb cut, City Engineer Dave Schechinger said, "drainage would need to be looked at before being able to determine if that would be a possibility." The motion passed with Sexton and Tom Dean among the ayes.
Procedural business included approval of the consent agenda (minutes, event permits, Fire Department appointments and claims), payroll and claims totaling $240,208.29 across city funds.
