Council amends employee handbook to add Juneteenth, removes Friday after Thanksgiving

The West Branch City Council voted on March 17 to amend the city employee handbook to add Juneteenth as a city-observed holiday and to remove the day after Thanksgiving from the holiday schedule.
Council members debated the change. Council member Stoolman said she had no issue with observing Juneteenth but objected to adding an "extra" day off; Stoolman and Jerry Sexton moved to add Juneteenth and remove the day after Thanksgiving. Council member Colton Miller suggested employees select an alternate pre-determined holiday to give up rather than automatically removing the Friday after Thanksgiving. City Administrator Adam Kofoed emphasized the importance of the proposed holiday and recommended the council make the final decision after considering employee input.
The council amended Resolution 2025-30 to add Juneteenth to the list of city holidays and remove the Friday after Thanksgiving; the motion carried with AYES: Sexton, Stoolman and Dean, and NAYS: Miller and Horihan.
The action changes the city holiday schedule as recorded in the employee handbook; staff are directed to update handbook documentation and communicate the change to employees.
