Several council members pressed for a paper copy before taking final positions. Council member Suttell said members had only seen the packet link on their phones and asked for a physical copy: "Can we see what's actually in these things before we actually vote on this?" The city attorney responded that adoption of the comprehensive plan is the planning commissions statutory responsibility and that the councils vote this evening was an expression of support, not the legal adoption of the plan.
Mayor and staff offered to provide printed copies on request; the clerk said members could call to have a copy printed. The record shows the council entered its support for the update, and several members asked that formal adoption and any further debate be scheduled for the Dec. 8 meeting so members could review the materials in print.
The discussion closed with the city attorneys clarification about the planning commissions role and with multiple council members requesting additional time and printed documents ahead of the next meeting.
