Chaffee council adopts MoDOT agreement, accepts property bid and approves routine hires and contracts

Chaffee’s City Council met Feb. 17, 2026, at City Hall and by Zoom and unanimously adopted Bill No. 2026-04 (Ordinance No. 110.220), authorizing the mayor to execute an agreement with the Missouri Highways and Transportation Commission. The council also approved several routine administrative items, including the sale of a city-owned property, a part-time hire in the police department, a tree-removal contract for the parks department and payment of municipal bills.
The ordinance authorizing the mayor to enter an agreement with the Missouri Highways and Transportation Commission completed first and second readings by title and was adopted on motions made by Council Member Danny Finley and seconded by Council Member Steve Milz. The vote on adoption was recorded as unanimous with all members present voting in favor.
City Administrator Lee Horton presented sealed bids received for the property at 204 Helen. The council accepted a bid of $8,600 from Mike Rhodes after a motion by Council Member Andy Sadler, seconded by Tony Enderle; the council recorded a unanimous vote in favor. Two other sealed offers were noted in the record: $7,501 from Daniel Carroll and $7,500 from E&J Real Estate.
Police Chief Sullivan presented a recommendation from the police board to hire Darian Hutcheson as a part-time dispatcher at the standard hourly rate for the position. The council voted to accept the recommendation on a motion by Steve Milz, seconded by Tony Enderle; all present voted yes.
On park business, Council Member Andy Sadler reported that the Park Board had evaluated bids for tree removal and recommended contracting with Gene's Tree Service for cutting, grinding and cleanup of a specified tree at a cost of $1,700. The council approved the contract on a motion by Steve Milz, seconded by Tony Enderle; the vote was unanimous. Sadler said the Park Board will seek replacements for youth league inventory control officers and will hold a special Park Board meeting on Feb. 19, 2026 to follow up.
The City Clerk presented bills for payment, including an invoice from MFA Oil in the amount of $1,851.82; the council approved payment (motion by Danny Finley, seconded by Ron Davis). The council also approved the monthly bills on a motion by Mark Perkins, seconded by Andy Sadler; both votes were unanimous.
A building permit application from Larry Baker to construct a garage at 131 Wright Street was approved after a motion by Steve Milz, seconded by Andy Sadler. Near the end of the meeting Council Member Andy Sadler raised concerns about remaining snow piles and drainage around the city; the council discussed the issue but recorded no formal directive.
A motion to move into a closed session to discuss personnel matters (hiring, firing, disciplining or promotion of public employees) was made by Danny Finley, seconded by Mark Perkins; the council voted unanimously to enter closed session. The meeting was adjourned following the closed session. The minutes bear the signature of Assistant City Clerk Ron Reeder and Mayor Pro-Tem Eric Seyer.
