A staff representative said the preliminary scores were updated following the panel—9s collective review and presentations.
Another committee member who reviewed the submissions praised the recommended firm—9s visuals and breadth of work, saying the proposal demonstrated a comprehensive branding approach rather than just a logo. One member noted they had recused from scoring because they knew one bidder.
