Staff said the revision clarifies that city-sponsored events will require council direction or city manager authorization based on a previous council action, and that informational meetings (for example, to help businesses with new software) can proceed without full council action. Council discussed how to preserve notice, agenda and public-comment consistency while allowing the city manager operational flexibility when council has previously provided direction.
Councilmembers asked that any ongoing series of events be visible to council and noted that many community-focused meetings can be held as special meetings or workshops when broad engagement is desired. The council approved the policy with the requested clarifications on a unanimous roll call and adjourned the special meeting.
