Edmore confirms $125,265.76 in ARPA contracts for water and sewer work

At the Jan. 13 Edmore Village Council meeting, Village Manager Mark Borden reported the village has contracts totaling $125,265.76 in federal American Rescue Plan Act (ARPA) funds for water and sewer projects.
Borden said the village committed or allocated the ARPA funds by Dec. 31, 2024, and expects to complete work by Dec. 31, 2026. He listed the contracts the village has in place: Plummer’s Environmental for sewer line inspections and sewer lining, $35,590.49; Peerless Midwest to repair or replace the pump at well No. 3, $29,962.21; G&D Electric to install transfer switches and plugs at well No. 3 and the main lift station, $15,200.00; Isabella Corporation to install a new manhole at the south end of First Street, $34,750.00; and RS Technical Services to update chlorine injection systems at the main wells, $4,763.06. Borden also reported that Double K Underground completed a lead-service water replacement at 127 S. Second Street for $6,000.00 on Oct. 31, 2024.
Borden described the projects as exclusively water- or sewer-related and said the village received $125,265.76 in ARPA funding to cover the listed contracts. He told the council the village must complete the work by the federal program deadline but plans to finish the projects during 2025.
The council did not take a separate vote listed in the minutes to approve these individual contracts at the Jan. 13 meeting; the contracts were reported by staff as committed. The manager’s report also noted Plummer’s Environmental completed round two of water-line inspections and that approximately 40% of locations had been inspected to determine service material; no further lead has been found to date.
Next steps include executing work orders and scheduling the contractor work in 2025, with staff oversight and final completion required by the ARPA program deadline of Dec. 31, 2026.
