Yamhill County approves school health contracts, raises behavioral health contractor pay and authorizes ODOT right-of-way agreement

On June 25, 2026 the Yamhill County Board of Commissioners unanimously approved Health & Human Services agreements with three school districts, multiple rate increases for psychiatric behavioral health contractors, an ODOT right-of-way agreement, and a blanket tax refund order.
The Yamhill County Board of Commissioners on June 25 approved a slate of agreements and contract amendments for Health & Human Services and other county functions, all by unanimous votes.
Commissioner Mary Starrett explained the scope of three school-based health agreements and moved approval of contracts between Yamhill County Health & Human Services and the McMinnville and Newberg school districts for up to $83,351.79 each for the 2026–2027 school year and with the Sheridan School District for up to $139,414.50; each motion passed unanimously. The board approved those items as B.O. 26-181, B.O. 26-182 and B.O. 26-183.
The board also approved amendments increasing hourly rates for several psychiatric behavioral health contractors, effective July 9, 2026. Approved rate adjustments included: Delta Duff (Amendment #6) to $100.82 per hour (B.O. 26-184); Donald Henschel (Amendment #8) to $107.33 per hour (B.O. 26-185); Andrew Nye-Jaimes (Amendment #4) to $93.58 per hour (B.O. 26-186); Erica Ronquillo (Amendment #4) to $93.58 per hour (B.O. 26-187); and Jannell Werner (Amendment #14) to $107.33 per hour (B.O. 26-188). Commissioner Starrett moved these items and each passed on unanimous votes.
The board approved Amendment #2 to an agreement with Amy Thorkildson for administrative services, increasing the hourly rate to $40.31 effective July 9, 2026 (B.O. 26-189).
Commissioner Kit Johnston moved and the board approved an intergovernmental Subset Agreement (#73000-00058607) with the Oregon Department of Transportation authorizing ODOT to negotiate right-of-way services on Yamhill County's behalf through Oct. 31, 2029 (B.O. 26-190). The board also adopted a "Blanket Refund Order" authorizing the county tax collector to issue lawful refunds through June 30, 2027 (B.O. 26-191). Both motions passed unanimously.
All recorded motions during Formal Session were carried unanimously by Commissioners Kit Johnston, Mary Starrett and David “Bubba” King. No votes against or abstentions were recorded in the meeting minutes.
The board approved minutes from prior meetings as part of the consent agenda (B.O. 26-178, 26-179, 26-180). The meeting adjourned at 11:09 a.m.
