Cullman council approves bids, moratorium on data centers and $125,000 opioid-settlement payment

At its June 22 meeting the Cullman City Council adopted multiple resolutions authorizing construction contracts, regulatory referrals and a restricted appropriation from opioid-settlement funds.
The council awarded a CDBG-funded contract for pipe work on Logan Street to Ferguson Enterprises as the lowest responsible bidder (Resolution 26-113). It also awarded site-preparation work at the Frank Research & Technology Park to Manning Construction LLC for $373,202.40 (Resolution 26-115), with staff noting a second forthcoming contract for an 8-inch water-line replacement. City staff said the Frank property work is funded through a Growing Alabama grant and that total related investments approach $1,000,000 when all work is considered.
Council approved three airport job descriptions (Resolution 26-114) and adopted a temporary moratorium on data centers within the city limits (Resolution 26-116); the moratorium was referred online via the agenda hyperlink and will be reviewed by the Planning Commission if edits or recommendations are returned. The council also voted to refer two zoning ordinance amendments (Ordinance 2026-42 and Ordinance 2026-43) to the Planning Commission for review and input.
On funding, the council adopted Resolution 26-118 to award a one-time appropriation of $125,000 from opioid-settlement funds to Restoration Women's Outreach. The mayor and council requested a six-month update and asked the organization to document expenditures on a spreadsheet during renovations and program rollout. Restoration Women's Outreach representatives were present for a photo opportunity after the vote.
