Morgan County approves engineering contract, pipeline easement and $915,360 in road projects

The Morgan County Commission on July 7 approved several infrastructure actions: a services agreement with Wasatch Civil Engineering, an exclusive easement and right-of-way to Enbridge (Questar Gas) conditioned on full payment, and two transportation impact-fee projects totaling $915,360.

Staff discussed the Wasatch Civil contract's invoicing language and confirmed the vendor can include reasonable invoice detail such as project or application numbers and a summary of services. Commissioner discussion focused on invoice transparency; staff reported the contractor already began adding notes in its software and the agreement passed on a motion.

Separately, Garrett Smith presented an exclusive easement and right-of-way for pipeline work west of the fairgrounds. Commissioners conditioned final execution on receipt of $253,400 from Enbridge; the commission voted unanimously to approve the easement subject to that payment.

On transportation projects, staff requested $915,360 from the county’s transportation impact-fee fund—linked to two projects: Silverleaf leveling/sidewalk adjustments and Cottonwood Canyon overlay. Commissioners discussed notification plans for residents and confirmed two-week implementation if awarded; the motion to spend $915,360 and transfer $705,466 from the impact-fee fund balance passed unanimously.

Outcomes: the Wasatch Civil services agreement was approved; the Enbridge easement was approved conditioned on payment; and impact-fee funding for the two road projects was approved for immediate procurement and construction scheduling.
