Morgan and Summit counties approve joint boundary adjustments after public hearing

Morgan County commissioners and Summit County officials held a joint public hearing on July 7 and approved three matching joint resolutions to adjust portions of the counties' common boundary.
Planning staff presented maps and said the proposals follow the historic ridge-based boundary and seek to consolidate parcels that have been split by the existing line. Greg Wawback, the Summit County planner who led the presentation, said the changes are intended to “clean that up according to state code” and to align taxing and recordkeeping with the actual surveyed lines. Residents and homeowners association representatives raised concerns about individual lots that remain the subject of litigation, potential tax records for prior years, and whether private road maintenance responsibilities would change. Carol Steedman, speaking for the Pine Meadow Ranch Homeowners Association, asked the counties to ensure that “effective parcel and tax records be correctly administratively worked out for all impacted years,” so property owners are not assessed penalties while the boundary record is corrected.
Commission staff and the county recorder said any tax changes would be effective only after the joint resolution is recorded and approved through the lieutenant governor’s office; staff said typical practice is that assessments will follow the recorded boundary and that the counties will cooperate on administrative corrections going forward. County staff also noted the interlocal process requires matching action by both counties.
Following public comment, the Morgan County Commission moved, seconded and voted unanimously to approve CR01JR, CR02JR and CR03JR (the county’s joint resolution numbers) to memorialize the boundary adjustments; Summit County then adopted corresponding resolutions on its side. Commissioners emphasized the work required multiple agency staffs and thanked Summit County staff and the Morgan County recorder for their coordination. The resolutions direct staff to complete the recordation with state authorities and to work with impacted property owners on administrative corrections to tax and parcel records.
