Elberta Village Council approves $433,228.33 in bills, adopts FY25 budget amendments and approves contracts

At its Oct. 17, 2024 regular meeting the Elberta Village Council approved accounts payable expenditures of $433,228.33 and authorized payroll totalling $15,486.63, adopted amendments to the FY25 budget that increase net revenues by $40,687.53, and approved two vendor actions including a tree-services contract and permission for an alternate tent provider for the LSS fields.
The motions were procedural and carried on recorded roll calls. A motion by Ken Holmes, seconded by Emily Votruba, approved the accounts payable in the amount of $433,228.33; the clerk’s roll call was recorded as Holmes Aye, Fiebing Aye, McGregor Aye, Wilkins Aye and Votruba Aye. A separate motion by Brett McGregor, seconded by Ryan Fiebing, approved payroll totaling $15,486.63; the roll call as recorded was Holmes Aye, Fiebing Aye, McGregor Aye, with Votruba and Wilkins marked as recused for that vote.
Council also adopted FY25 budget amendments addressing revenues (property taxes, cleanup fees, trash-cart fees and facility rentals) and expenses (training, clerk and treasurer wages, computer services, and reduced mowing), yielding a net increase of $40,687.53. The motion to adopt the amendments was made by Brett McGregor and seconded by Ken Holmes and passed on roll call with all members recorded as voting aye.
On contracts, the council approved a multi-year tree-services agreement with Dunscombe & Sons extending through February 2027. The contract authorizes stump grinding, mulching, large clearing, trimming and removal at rates of $2,000 for a half day and $4,000 for a full day; the motion was made by Emily Votruba, seconded by Jennifer Wilkins, and Wilkins was authorized to sign the agreement.
The council also granted permission for Event Theory to serve as the tent provider for an August 2025 rental at the LSS fields after LSS manager Kristi Mills confirmed approval; the company supplied an extra certificate of liability insurance and the council required a site layout review to avoid irrigation damage. That motion was made by Jennifer Wilkins and seconded by Emily Votruba and passed by recorded vote.
The meeting record shows routine approvals of the Sept. 19 regular meeting minutes and the Oct. 1 special meeting minutes earlier in the agenda. The meeting was adjourned at 8:11 p.m. by Ken Holmes.
