County approves $183,990 fabric building for reuse center and $30,725 modifications at North Transfer Station

Solid-waste staff (addressed in the meeting as Josh) asked the board to approve two related construction contracts tied to a reuse-center project. The first is a purchase and installation of a 53-by-128-foot fabric building; staff reported a Greystone Construction quote of $183,990 and said the building will be split between reuse-center storage and related Greater Minnesota grant activities. The project will use cooperative purchasing and will follow prevailing-wage requirements for the construction elements.
Staff also presented a $30,725 Greystone quote to modify an existing 53-by-64-foot fabric structure at the North Transfer Station by adding sidewall extensions and a front framed opening to better protect household-hazardous-waste and electronics storage. The two projects were presented as coordinated to achieve mobilization and cost savings.
Commissioners discussed grant coverage, budget placement in 2026 construction funds, and prevailing-wage implications. Both items were approved by voice vote; staff said final foundation-block quotes and additional site work estimates would be brought forward at a future meeting as needed.
