Edmore council renews marihuana license, tables fence permit; museum reuse and water tower design discussed

The Edmore Village Council met on Monday, May 12, 2025. The meeting opened at 7:00 p.m. with President Chet Guild presiding and a roll call that recorded trustees Colburn, Griswold, Kanine, McParland, Moore and Guild present (Trustee Pierce absent). Trustee McParland moved to approve the agenda; the motion passed by voice vote.
Under public comment, resident Scotland Stivers of 315 S. Fifth St. reiterated concerns about his health and described efforts he said he is taking to address visible blight on his property, including partial fencing. Owner Gerald Kinsey attended and told the council that Stivers does not pay rent and that Kinsey had not been able to give the property away; Kinsey also said he had not paid property taxes for two years and that Stivers later paid taxes. The council noted a citation issued April 30 gives 30 days to remedy violations or pay the fine before further enforcement.
In committee and departmental reports, the council heard that DPW has concentrated on cemetery cleanup, mowing has begun, the village is recruiting to replace a departing DPW staff member, and that the museum committee met to discuss options for the Old Fence Rider Museum property. Manager Mark Borden said attorneys are preparing an agreement by which Edmore Family Dentistry (Shawn Kinser, DDS) would accept ownership and maintenance of the lift station and connecting water and sewer lines and would continue to pay double utility rates as a township customer.
On new business the council voted to renew the municipal marihuana license for Grower Consultants, LLC / Edmore Farms after Manager Borden reported the application materials were current. The council also discussed a zoning permit for a fence at 315 S. Fifth St.; Trustee Griswold moved to table the application until the June meeting to allow follow-up, and the motion passed. Council members discussed the already-paid water tower painting project and asked the utility committee to meet about design choices, including removing a ball logo and placing “Village of Edmore” on the tower.
The museum committee reported interest in obtaining remodeling quotes to convert the Old Fence Rider Museum building into village offices, DPW workspace and a larger meeting room; the council requested cost estimates and public input and is investigating property ownership of the site where the Curtis Building sits.
Trustee Griswold moved and Trustee McParland supported a motion to pay the bills; the motion passed by voice vote. Trustee Colburn moved to accept the April 14 meeting minutes; Griswold seconded and the motion passed. President Guild called for adjournment at 8:26 p.m.; a motion by Colburn supported by Moore carried by voice vote.
