Edmore adopts FY 2025–26 budget; council approves hardship aid, appointments and required sewer bond CD

The Village of Edmore Council on Feb. 10 adopted the Fiscal Year 2025–2026 budget and approved a package of related fiscal and administrative measures.
Trustee Kanine moved to adopt the budget resolution, citing a projected general fund surplus of $103,001; the motion passed by voice vote, 7-0. Earlier in the meeting Griswold moved to accept budget adjustments tied to a significant increase in taxable value; that motion also passed, 7-0.
Treasurer Shirley Drain reported that January books were closed and balanced and that all municipal loans were current. "The books for January 2025 are closed and balanced with the bank," Drain said.
The council also approved a one-time hardship allowance and short-term payment plan for HBScru, following an earlier public comment from Mrs. Richards. Colburn moved to provide $2,000 in February 2025 and $1,000 in March, April and May 2025 to assist the business with license renewal; the motion was supported by Kanine and approved as recorded in the minutes.
The council accepted nominations to the Downtown Development Authority for Vicki Moulter and Susie Burggren; Griswold moved to appoint them and the council approved the appointments by roll call, 7-0.
On a separate motion McParland moved to add $23,000 to an Isabella Bank certificate of deposit designated for the sewer bond fund as required under USDA loan documentation for recent sewer improvements; Colburn supported the motion and the council approved 7-0.
Manager Mark Borden summarized recent operations and regulatory activity, including a routine EGLE inspection of the municipal water system. Borden said EGLE staff complimented the system's cleanliness and operators' technical knowledge and identified only a few minor items for correction; EGLE staff indicated they did not, at that time, require searching for additional lead service connections or mandatory replacement of existing services pending the Lead and Copper Division's final determination.
The council approved payment of bills (Griswold motion; Kanine support) by voice vote, 7-0, and approved minutes for Jan. 13 and a Feb. 3 budget work session. The meeting adjourned at 8:18 p.m.
